This answer is written for Vietnamese passport holders.
Yes, if you hold a visa or residence permit from the US, Canada, the UK, a Schengen country, Australia or New Zealand that is valid or expired less than 10 years ago. You then only need an online Travel Authorization Certificate, valid for stays of up to 14 days.
- Japanese and Korean visas do not count for Vietnamese passport holders.
- A Taiwan visa from the past 10 years also qualifies (except work visas).
- Not available if you have worked in Taiwan as a migrant worker.
- You need a passport valid for 6+ months and a return or onward ticket.
- The certificate is valid for 90 days, multiple entries.
Apply on Taiwan's National Immigration Agency site (niaspeedy.immigration.gov.tw) and print it for your flight. If you don't qualify, apply for a regular tourist visa.
